How tailored executive training strengthened strategic capability at the Ministry of Commerce
At a Glance
Client: Ministry of Commerce, Thailand
Sector: Public Sector and International Trade
Location: London, LBTC Training Centre
Programme: Bespoke Executive Training
Duration: 15 days
Participant: Mrs Laksamee Ueamsaranworakul, Trade Officer
The Challenge
During LBTC’s senior leadership visit to South and East Asia in early 2025, the Ministry of Commerce in Thailand reached out regarding advanced training in international trade and trade policy. Although this subject was not part of LBTC’s standard curriculum, the depth of expertise across our faculty meant a bespoke solution could be designed. A meeting in Bangkok with ministry leadership helped initiate discussions and confirmed the need for a tailored programme.
Thailand’s economy depends heavily on exports, leaving it vulnerable to global disruption, regulatory shifts and geopolitical tension. As a Trade Officer, Mrs Laksamee Ueamsaranworakul supports Thai companies expanding overseas, but traditional training no longer reflected the realities of modern trade. She required a forward looking and comprehensive programme that connected core trade principles with emerging challenges such as digital barriers, clean energy transitions and increasingly complex geopolitical dynamics.
Programme Objectives
The bespoke programme aimed to:
- Broaden strategic insight: Equip the participant with a systems-level understanding of how technology, climate issues, and geopolitics shape trade.
- Enhance practical application: Strengthen capability to assess policy implications and guide businesses in an increasingly complex global environment.
- Ensure immediate relevance: Align content with the participant’s day-to-day responsibilities and decision-making context.
- Deliver an exceptional learning experience: Provide high quality instruction, personalised support, and immersive engagement to maximise learning outcomes.
Our Approach
As the participant was travelling from Thailand and wished to maximise her time abroad, LBTC designed an intensive three week training plan fully tailored to her objectives.
Using LBTC’s consultative model, the team began with discussions involving business development, the programme leader and the Ministry to build a clear picture of the participant’s training needs. LBTC then held a scoping call with our specialist consultant, to explore Mrs Ueamsaranworakul’s role in depth and refine the curriculum accordingly. This process ensured a programme that was accurate, highly relevant and professionally impactful.
Key elements of the programme included:
Customised content: A structured blend of trade fundamentals, geopolitics and future trade trends, tailored to Thailand’s trade history, service export performance and its responses to previous global shocks.
Real world case studies: Examination of the US and China trade tensions, the EU Carbon Border Adjustment Mechanism, US semiconductor export controls and regulatory challenges faced by major digital platforms.
Strategic connections: Linking trade policy to emerging technologies, clean energy developments such as electric vehicles and broader geopolitical shifts.
Participant-centred delivery: Instructor-led sessions were tailored to the participant’s day-to-day responsibilities, supported by full logistical assistance, including visa and accommodation arrangements.
“LBTC created a course especially for me. It was tailor made and directly helpful for my job. It showed me how trade, technology, electric vehicles and global politics are all interconnected.”
— Mrs Laksamee Ueamsaranworakul
The Impact
The training significantly strengthened the participant’s ability to support Thai exporters in an unpredictable global environment.
Key outcomes included:
Broader strategic insight: A systems level view of how technology, climate concerns and geopolitics shape trade.
Practical application: Enhanced capability to assess policy implications and guide businesses facing uncertain market conditions.
Immediate relevance: Tailored content ensured the learning aligned with current responsibilities.
Exceptional experience: High quality instruction, personalised support and seamless logistics created an effective and enjoyable learning environment.
The success of the programme has opened opportunities for continued collaboration between LBTC and the Ministry of Commerce, including future training on digital trade, strategic protectionism and the green economy, with particular relevance to mechanisms such as the EU CBAM.
Next Steps
LBTC is ready to support the Ministry of Commerce with further development initiatives such as:
Divisional expansion: Extending training to mid level and senior officials to embed strategic capability throughout the organisation.
Specialised programmes: Courses focused on digital trade policy, green economy alignment and long term supply chain resilience.
Ongoing development: Continued support to help officials navigate trade challenges shaped by technological change, climate issues and geopolitical pressure.
